The Empowering Smallholder Farmers in Markets programme (ESFIM) creates a space for learning-by-doing on institutional modalities to bridge the gap between the research community and national farmer organisations on issues relating to smallholder market access. It generates research-informed proposals for change in the enabling/disabling institutional environment and it supports the capacities of national farmer organisations to engage in related advocacy activities. This book describes the dynamics in eleven countries that were included in the programme between 2008 and 2013. Context mattered and this is demonstrated in the diversity in themes prioritised and selected in each of the countries. These ranged from research on modalities of collective marketing to the generation of evidence on the impact of seed programmes, the design of market information systems and electronic trading systems to the legal and administrative hurdles that prevent smallholders from selling to government procurement programmes. The chapters give insight in the advocacy strategies of national farmer organisations and their use of research and evidence to strengthen the voice of smallholder farmers and formulate pro-active proposals for change.

WORKING PAPERS

Following an inception phase, in 2008-2009, the ESFIM program initiated a round of participatory National Workshops with farmer organisations and other stakeholders in eleven countries to define the issues that are key for improving market access of smallholders in each country and where the NFO intends to influence the related policies and institutions. Based on these priorities, a process of collaborative research has been defined in eleven countries (Benin, Malawi, Madagascar, Kenya, Uganda, South Africa, Costa Rica, Peru, Uruguay, India and the Philippines). Activities continued in 2009 with co-financing of IFAD, AGRINATURA and AgriCord. In 2010-2011 ESFIM faced some changes: AGRINATURA took over management from IFAP, that dissolved in November 2010, and the Dutch Ministry of Economy, Agriculature and Innovation (EL&I) took over the financing for the collaborative research Outputs and background documents can be dowloaded form the respective web-pages, clicking on the country names or comparative research themes below.  A newsletter presents current highlights. ESFIM newletter February 2012 Comparative Research documents: Risk Insurance Models  Innovative Insurance Models  Incentive structures in Collective Marketing  Market Information Systems

 Outline for baseline and monitoring approach for results of ESFIM programme

A baseline study and monitoring activity has been set*up to better understand the dynamics of the programme and its initial results. It was therefore necessary to define some relevant indicators of outcomes to be expected from the ESFIM programme. The pro*poor policy development and advocacy process is not linear process, many factors influence outcomes. Therefore, we need to focus on the outcomes to which the ESFIM activities are likely to contribute directly, but that, notwithstanding, are real markers of change instead of just outputs.
