Some 20 farmers’ organizations that participated in an ESFIM workshop, coordinated by The Federation of Farmers’ Associations (FFA), Andhra Pradesh, and Consortium of Indian Farmers Associations (CIFA), New Delhi, identified the need to strengthen strategic links with their membership base as critical in executing their national advocacy activities. Lack of specific literature, information, and expertise tends to hamper grassroots participation in dialogue with policy makers and other players in the commodity value chains. Further, these organizations are constrained in their support and advice to their constituency in support of economic activities of their members due to lack of evidence of what works to increase participation in markets, and thus they largely limit themselves to production-related issues only. To strengthen the capacities of these organizations, the ESFIM action will be employed to specifically generate evidence of what works in the India context on market engagement through and/or with the support of membership based organisations. Key information which will be sought should be relevant to the advocacy agenda for local, State and national level Farmer Organizations.
ESFIM-India Policy Issues
A contract was agreed and signed at the end of October 2010 between LEI Wageningen and FFA for a stage one process November 2010-January 2011. As part of the stage one process, a series of working meetings were held in Hyderabad, India, during November 1-5, 2010 to develop the work programme and to initiate the necessary preliminary start-up work. The meetings comprised closed meetings between the FFA and the national and Agrinatura research teams as well as open meetings with representatives of 15 Farmer Organisations. Specifically, representatives of the Farmer Organisations emphasised the importance of understanding state-level differences in relevant laws and policies, the need to have clear understanding of language/terminology used, and the value and need for understanding market models and sharing them. They further stressed the need for the work to be evidence based.
